碧波荡漾，风淡云清……在冬日暖阳的映照下，一半山水一半城的怀柔格外迷人。
怀柔区从保水、养水、净水入手，对境域内的怀柔水库一、二级保护区和怀沙河、怀九河等7条河流进行立体化综合治理，现有河滩建设湿地，河岸建植物带，饮用水源一级保护区内的规模化养殖场全部迁出。累计完成小流域治理830平方公里，有效遏止了水土流失。
